ADR-4: No processor Digital Top-up capability gate in Reloadable Commercials

Context

Reloadable Commercials eligibility depends on Reloadable Commercials and Digital Top-up being enabled on Partner and Brand. A natural follow-on question is whether Brand processor switches should be hard-blocked when the processor “does not support Digital Top-up.”

Core has no issuer-level top-up capability flag today. Enablement is expressed via brand/partner transaction-type pivots; whether a processor actually supports top-up lives only in processor integration code. Inventing a capability registry for FOUND-1533 would be speculative and unsupported by current domain data.

Decision

Reloadable Commercials will not hard-block Brand processor switches based on “processor supports Digital Top-up.”

A Reloadable brand remains defined by Reloadable Commercials + Digital Top-up on the Brand (and Eligible Reloadable PB status also requires the same on the Partner). Processor Digital Top-up capability is not part of that definition.

Consequences

Positive

  • Avoids inventing an unsupported processor capability registry in this epic
  • Keeps Reloadable brand / Eligible Reloadable PB definitions aligned with existing brand and partner enablement pivots
  • Processor switch behaviour stays unchanged for this concern

Negative

  • Ops can enable Digital Top-up on a Brand whose current processor may not implement top-up; failure remains at processor/runtime rather than an MH hard gate
  • A future capability registry, if needed, is a separate piece of work outside FOUND-1533
